The 2nd Conference of the SocioDigital Lab for Public Policy (SDLab) took place on November 28 and 29, 2023, under the theme “Inclusive Territories for the Green and Digital Transition”. The event took place at the recently inaugurated Center for Technology Evaluation and Transfer,  Iscte-Knowledge and Innovation. With a diverse scientific program, the conference set out to bring together policymakers and experts exploring the critical intersection of the green and digital transitions, to promote discussion on the challenges, opportunities and innovative solutions needed for a sustainable and just future. Specifically, after the opening session with the intervention of the Vice-Rector for Research and Technological Modernization Jorge Costa and a special participation by the Member of the European Parliament Sandra Pereira, environmental psychology expert Ricardo García Mira (University of A Coruña) spoke about the social impact of the energy transition in Europe . The guest speaker presented the results of the ENTRANCES project, which addressed this issue through a co-creation of knowledge approach, giving greater relevance to social aspects and public policies. Also on this day, the round table “How can the transition be just? Insights from the region of Sines” discussed how the energy and digital transition must consider social aspects to ensure not only sustainability but also justice and inclusion for different communities. In the round table “Vulnerable territories at the crossroads of transitions: digitalization, resilience and transformation”, the importance of considering the needs of different territories in this transition, with multidisciplinary contributions, was discussed. At the end of the day, the round table “A space for age: more sustainable, inclusive and healthy cities” addressed how urban planning must consider not only environmental aspects, but also aspects for the inclusion of diverse populations in the design of public space. The second day of the conference was marked by a talk by UN Intergovernmental Panel on Climate Change (IPCC) member Patrick Devine-Wright (University of Exeter), who explored the relationship between social sciences, public policy and the impact on the environment and the climate emergency. The speaker presented the ACCESS project, but also case studies from the UK government and the IPCC. On this day, the topic “Green Transition and Populism: Challenges for Public Policies” was also discussed, namely aspects of global governance, and how existing policies actually reach people. Issues such as the environmental impacts of managing and recycling digital resources, the role of artificial intelligence in the digital transition, and what decisions should be made for a green digital transition served as a motto for the aspects discussed at the round table “Twin Green and Digital Inclusion in Territories”. Finally, the last round table of the event, “Inclusions and transitions: The cross-cutting challenges”, aimed to bring reflection on the cross-cutting approach that the transition to a sustainable and just future requires. This second edition of the conference, which was organized by researchers Maria Assunção Gato (DINÂMIA’CET-Iscte), Mónica Meireles (BRU-Iscte) and Susana Batel (CIS-Iscte), co-coordinators of SDLab’s thematic line 1 “Regenerative Territories for Carbon Neutrality”, also had the logistical support of the science communication group COM’Investigar, which includes members of Iscte’s different research units. The event was broadcast live on the SocioDigital Lab YouTube channel , where it is still available. As with the 1st SocioDigital Lab Conference, which resulted in a set of recommendations for public policy , a report on the implications of this second edition is also planned. On 19 March 2024, the COST Association visited Iscte for a day dedicated to the opportunities of this line of funding. COST Actions are initiatives to set up international research networks funded under the Horizon Europe programme. By their nature, these networks allow for the creation of critical mass for the development of research on innovative topics and are particularly useful tools for the career development of young researchers. During the morning of the visit, workshops were organised for the science managers of these projects in Portugal. The main aim was to share information and knowledge between science managers, involving people with different levels of experience in this type of funding. The rules for managing COST projects were revisited and the most common challenges in managing these projects in the Portuguese context were identified. Six institutions from different parts of the country were represented, including Minho, Coimbra and Lisbon. In coordination with Thematic Line 2 of the SocioDigital Lab – Promoting Inclusion, Equality and Citizenship, the COST Association also organised an Info Session on COST Actions in the afternoon for the entire Iscte community. The first part of the COST Info Session, organised by Camencita Malimban, administrative officer of the COST Association, provided an insight into the fundamental elements of a COST Action (application process, eligibility, collaboration tools provided by an Action of this nature, funding). The second part of the session featured a talk by Francisco Simões (CIS-Iscte) about his experience as Chair of the Rural NEET Youth Network, a COST action that will end in April 2024. This testimony included a sharing of the process of building the proposal, its implementation and the types of impacts achieved. The COST Association’s visit to Iscte underscored the significance of collaborative networks like COST Actions in supporting young researchers and advancing innovation. The Policy Briefs e-Book is now available online in Portuguese. This publication brings together the content resulting from the 1st conference of the SocioDigital Lab for Public Policy .

“The crisis triggered by the pandemic in 2020, (…) has demonstrated in the case of Portugal (…), how technology can be the key to our progress as a society,” stated Mário Campolargo, Secretary of State for Digitalization and Administrative Modernization, at the 1st Conference of the SocioDigital Lab for Public Policy on “Digital Transformation in Times of Crisis”, which took place at Iscte on November 28 and 29, 2022. During his speech, Mário Campolargo also mentioned the Portuguese RRF’s plans to accelerate the digital transition, especially of schools and businesses, and discussed its vision of bringing citizens closer to Public Administration services through policies such as the new generation of Simplex, assisted digital channels in citizen stores, widespread digital literacy and training, strategies for equality and non-discrimination, among others. Ricardo Paes Mamede, Director of Iscte-Sintra, discussed the growth of Big Data technologies, Artificial Intelligence and the widespread adoption of social networks, with the end of the mediated information and the significant emergence of power concentration by large global corporations that own the most popular digital platforms. He also argued that the future of society’s digital transformation will require regulatory and technological advances for the protection of citizens’ privacy, often exploited by large platforms. Michael Tjalve, Director of Innovation in the Tech for Social Impact group at Microsoft Philanthropies, gave a talk entitled “Digital Transformation in the Humanitarian Sector”, where he addressed the challenges of digital transformation in the context of humanitarian non-governmental organizations. Tjalve also presented several strategies that have been adopted in his work experience, namely in the provision of tools and services in different humanitarian crisis scenarios, such as natural disasters or refugee crises, for example. These tools and services include ways to facilitate contact to respond to urgent needs (such as water or food), but also to assess the real impact of the damage caused by an earthquake, for example, using Artificial Intelligence applied to satellite images, or even chatbots that provide confidential and interactive support to women in situations of domestic violence, in their own language. Miguel Sales Dias, Professor and researcher at Iscte, member of the Conference’s organization and one of the coordinators of the SocioDigital Lab’s “Digital Transformation” thematic line, makes “a very positive balance” of the event, stressing that the discussions “may serve as a foundation for the future of digital transformation and may even advise public policies”, especially considering the importance of an interdisciplinary approach to respond to the various needs raised throughout the debates. For two days, on November 28-29, digital transformation in times of crisis was broadly discussed in several roundtables, with the contribution of national and international experts through an interdisciplinary approach. The SocialDigital Lab invites you to attend the Brown Bag Seminars on Social Data, which will take place in May and June 2023. In six sessions, six observatories associated with Iscte will present the social data they collect, which are extremely useful in the analysis of public policies. Speaker: José Soares Neves (CIES-Iscte) 23 May | PASSDA – Atitudes Sociais dos Portugueses At the third meeting of the Brown Bag Seminars on Social Data, Alice Ramos from ICS – Institute of Social Sciences, University of Lisbon, presented some data from PASSDA (Production and Archive of Social Science Data), namely regarding the European Social Survey component, a network of studies that aims to monitor the values, attitudes, beliefs, opinions and behaviors of Europeans. According to the researcher, the ESS data and PASSDA are crucial tools to support teaching and research activities, but also to plan public policies. 16 May | Observatory of Democracy and Political Representation During this session the Observatory of Democracy team highlighted the importance of collecting and processing data on political elites and social movements that allow policy-makers to understand some of the main concerns present in society. 09 May | Emigration Observatory Besides a brief contextualization of its origins, the daily work of the OEm and its internal functioning, the methodologies of data collection regarding Portuguese emigration – “mirror statistics” of immigration in the countries of destination – and the limitations underlying this type of methodology were discussed.

The Associated Laboratory SocioDigital Lab for Public Policy and the Iscte Research Support Office, in partnership with the Information and Documentation Services and Iscte-Health, organized the Science and Technology Week 2022, an event supported by FCT. Between November 21 and 25, 2022, reflection and discussion about the present and future of Science and Technology at Iscte were promoted, with several activities, including workshops and information sessions. On May 21, 2024, Hiroyuki Tsuji , from the Department of Human Geography and Spatial Planning of the Utrecht University, will give a talk titled “Examining the new coal governance amid the energy transition: the rise of Indian interests in Mozambican coal”. The event is jointly organized by SocioDigital Lab’s thematic lines 2 – Global Governance and 4 – Regenerative Territories for Carbon Neutrality, and the Iscte’s Master’s in Development Studies (School of Social Sciences) and Master’s in Humanitarian Action (School of Sociology and Public Policy). With free admittance, the seminar will take place at 15:00 (03:00 PM) at Iscte’s Buildind 4, Room A202. Abstract Despite world nations’ pledges to materialise the energy transition, many southern countries have not yet discarded the option of continuing to rely on coal for their development. This situation has strengthened the south-south coal flow and alliances and has created new ways of coal governance, which deserves more scholarly attention. This trend is observed in Tete province, the centre of coal mining in Mozambique. Over the past decade, multinational mining companies have divested from Tete, partly due to the energy transition. Today, the major coal projects are owned by Indian capital, with the aim of fuelling their economic growth. The Mozambican government is also determined to rely on coal to further develop the regional and national economy. Scholars have observed that the coal governance, initially led by multinationals, exacerbated socioeconomic inequality among the population. Amid the consolidation of Indian-Mozambican coal alliances, there is an urgent need to understand how the new coal governance is negotiated, justified, and implemented. Drawing on ethnographic research, this paper examines how the Indian mining companies and the Mozambican state co-create a specific form of coal governance in Tete and along the coal transport corridors.

The sessions take place from October 2023 to March 2024, in an informal setting between 1pm and 2pm. Each session lasts an hour: 30 minutes of presentation and 30 minutes of discussion. Past Sessions 26 February 2024 | LAPSO LAPSO (Psychology Laboratory) is a support structure for the School of Social Sciences (ECSH), the Centre for Psychological Research and Social Intervention (CIS-Iscte), as well as the entire Iscte community. The laboratory supports research and training in Psychology at Iscte, in its most varied areas of study and levels of education. In addition, it seeks to disseminate and develop methodological innovation practices among researchers, as well as to strengthen interdisciplinary collaboration between Iscte’s research centers. In addition to being part of the coordination team of the Methodological Innovation Laboratory, Nuno de Almeida Alves is an Associate Professor in the Department of Social Research Methods and a Researcher at the Center for Research and Studies in Sociology, where he coordinates the Family, Generations and Health Research Group at CIES-Iscte. 15 January 2024 | nascer.pt Dulce Morgado Neves, a researcher at CIES-Iscte, where she researches birth, gender, parenthood and social movements, presented the Laboratory of Social Studies on Birth, nascer.pt , a platform that contributes to knowledge about the conditions and characteristics of birth in Portugal. 11 December 2023 | LXhabidata Sandra Marques Pereira, researcher at DINÂMIA’CET-Iscte, presented LXhabidata , a continuously updated housing data platform for the municipalities of the Lisbon Metropolitan Area. 2 October 2023 | Instituto de Telecomunicações The first Brown Bag Seminar on Technical Data welcomed the researcher Octavian Postolache that presented the resources and projects developed at Instituto de Telecomunicações (IT-Iscte). IT -Iscte explores the scientific areas of: wireless communications, optical communications, networks and multimedia, and basic sciences to support technologies.

The new Iscte building houses 8 research units, 13 laboratories, including the SDLab, 9 observatories and several rooms for sharing and collaborative work. It is a space of infinite possibilities, which nurtures the idea that “together we change the future”. Iscte – Knowledge and Innovation is a bright building, clad in brick and wood, located at 40 Avenida das Forças Armadas in Lisbon, which is the result of the sustainable refurbishment of a former IMT headquarters. According to Maria de Lurdes Rodrigues, Iscte Rector, over the course of 50 years, “new paths have been opened up at Iscte and we have innovated in a focused way in those areas of work”. But what truly “sets Iscte apart is the way it fully fulfils its mission as a university: teaching, knowledge and innovation, which it does with multidisciplinarity, collaborative work, openness to the social and territorial context in which it operates, generating opportunities for teachers, researchers and students, efficiently achieving sustainability and inclusion. Its difference also lies in the way it continues to anticipate the future.” The Prime Minister António Costa, the Minister for Science, Technology and Higher Education, Elvira Fortunato, the Minister for Cohesion, Ana Abrunhosa, the Minister for Culture, Pedro Adão e Silva and two Secretaries of State took part at the official inauguration of the new Iscte_Conhecimento e Inovação.
